No, the OnGrid Tool assumes solar PV by itself will not reduce demand. While it's certainly possible, it's not reliable enough - merely a passing cloud or grid flucations can negate all or nearly all of the potential demand reduction for an entire billing period. Moreover, if the highest demand level occurs at night, solar PV won't do anything at all.
